That is correct client behaviour. If a server does not advertise
STARTTLS, the client should not try to use it.

Looks like it is assuming an "smtps" port. The latest release of Exim
can handle this.

I am thrilled to find out about Exim handling this! I am currently at
4.02. I will upgrade again shortly. No sense keeping the overhead of
Stunnel if I don't need to. Although, many thanks to the Stunnel people
for a fine and useful product. (I still use it for my POP3 and IMAP
servers).
Even more thanks to you, Sir, for a truly excellent piece of software.
