This seems obscure. There shouldn't be a pre-existing Envelope-To:
header line. (Note that Exim removes them on incoming messages unless
you configure it not to.)
If you really want to do this, don't use envelope_to_add. Instead use a
condition headers_add option that uses $original_local_part and
$original_domain. However, that will work only for non-batched single
deliveries.
