I received other responses like that. I guess my original posting was
unclear even though it said I know about and have used the tarfile: "I
already know about tarball and have used it." and "I think it would be
useful if config.samples individual files were also available (in addition
to tarfile) via ftp."

I was looking for the actual directory that can be browsed so someone can
look at individual files without downloading and unpacking tarball. I
simply think it would be convenient to see these individual config.samples
(which include several "HOWTOs").
