I think it's NOT.
% ls -lA /usr/local/exim/bin/

'exim-4.02-10' and 'exim-4.02-10.daemon' is almost the same
but the setuid bit of *.daemon is off. I run exim daemon by:
# ./exim-4.02-10.daemon -bd
so it's not setuid root, isn't it?
(Or do you mean something else?)
