I hope Dan catches this one! lol. Good eyes... yes, it should be

grant ALL PRIVILEGES on exim.* to exim@localhost IDENTIFIED by 'testpw';

This time I compared the syntax to my notes to be sure instead of
relaying on my poor tired brain cells.
