I guess the secret here is to look through your exim configuration file
and go the section DIRECTORS.

I added the "domains = LOCAL_ALIASES" to *every* director. That was

(there's some spam stuff here I left untouched)
-systemaliases
-userforward
-localuser
(then all my virtual stuff, left untouched)

And I suppose I should clarify this is what I'm doing with Exim 3.35
