[Exim] queue_only_load, global filter

Hi,

I'm using exim 3.35 with amavis-perl in the global filter. Each message
is piped through amavis only once however many recipients it has.

Recently, I became aware of the option queue_only_load to just store
messages in the queue without trying to deliver them when the load is
too high.

I was wondering if the message is run through the global filter first if
I use this option. Since amavis is one of the main reasons for high load
on my server, I'd like both global filtering and delivery to be
suspended at times of high load.

Any ideas?
