The solution I found to the problem you described was on the vmail list..
It was to add the following at the top of the exim configuration file:
LOCAL_ALIASES = /etc/mail/local_aliases
That file consists of a list of (non-virtual) names
for our machine. (ie. divetx.org) I only put one domain in my file.
Then add:
domains = LOCAL_ALIASES
for all your local delivery directors. This should fix your problem.
I'm sure there are other ways, but this worked for me.
