This kind of requirement was one of the reasons for developing Exim 4.

No, but you can do it the other way round. Set up a domainlist router
with a "domains" and "local_parts" setting to recognize the addresses
that are local. Make it route to the local host, and set "self=local".
Then it will pass those addresses to the directors.

You can then route the remaining addresses in the domain using another
router.
