Okay call me sad :-) However, I seemed to remember this problem occurring
before. Checking the exim list archives I found:

Notice the string it is trying to expand. Remember that require_files is
_a list_.

The subject line was "Exim 3.952: require_files problem".

I also noticed that the list expanded to "/data/lists/lists/..."
                                                ^^^^^^^^^^^


Which may or may not be right :-)
