one possible answer could be that this patch is a functionality patch,
and there's no functionality added to the exim3 series anymore (ie.
there's no next point release. if and when there is, that is just a
bugfix release).
i myself actually fully agree with this. i too will likely be
using exim3 for a long time, though i don't exactly need anything new
in it. it's nice to know that should any problems occur, it will be
looked at and fixed, and i'm totally ok with the no-new-features
attitude(sp?). for new features there's exim4.
that, however, doesn't stop you from publishing your code to the wide
public and maintain it as well. it's just that, for upstream version 3
inclusion, you're a bit late :) and, as philip said, he will evaluate
whether and how it could be added to exim4.
