I decided that the number of X.400 gateways was very much smaller than
the number of "end user" Exim hosts whose administrators are not very
experienced. It seemed best to make the default block all possible
"suspect" characters because on hosts where you want to let some
through, the admin would probably know what was going on and could
easily change the config.
Another reason for making the block really inclusive was to see if
people were happy with it. If not, it can of course be changed (I tried
the same trick with underscore in helo names).
