[Exim] hostlist relay_from_hosts -- not working exim 4.0

Exim users list:

I have set the following line in my configure file:

hostlist        relay_from_hosts = 172.24.0.0/16 : 66.129.87.0/24

However, what happens is that it still allows relaying from any host out on
the Internet, not just those within the two IP ranges specified.

What am I missing, or doing wrong?
