[Exim] Mail routing problem

I need to set-up exim as a secondary mail server ie. if the primary mail
server is unavailable then I need to accept mail for a specific domain and
"q" it until the primary mail server becomes available again. I do not have
any users set-up on the sec. mail server. I need to do this for multiple
domains.
