If you are using the MAPS lists, the minimum you have to do is to pay
MAPS and get a license to use those lists.
Other (free) alternatives are available at
http://relays.osirusoft.com -
some of them more reliable than others.
Oh, and I hope you uncommented that code before putting it in your exim
configure file.
