Use one "Router", which matches all mails passed to it. Local mails are
given to "Directors", remote mail to "Routers".
The remote host, the relay, is acting as a "smart host". Read the Exim
Specification, section 28; there are examples in 28.5, and pay special
attention to the "smart_route" example Router.
