That's the rather complicated way that Exim 3 does things. This is
history. Originally it was done that way so that the message's headers
could be logged (goes back to the days when most cases were errors and
misconfigurations, not spam).

Exim 4 doesn't do it that way any more. A sender verification error at
RCPT time gives the error right away.
