There are many more forms of open relay than the basic sort for which
you tested there. My own tester uses fifteen distinct classes of relay
attempt, which are expanded further with the use of literal IPs.
For more information, and things to try, you might want to take a look
at
http://www.orbz.org/tests.php . It's not likely that your ISP has
taken this step without a reason; you could also ask for copies of the
test logs.
