[Exim] String expansion broken?

Hello,

when calling Exim 3.33 as

exim -be '${if ={1}{1} {true}{${if ={1}{1} {true}{${if ={1}{1} {true}fail}}}}}'

the result is

true}}

I tried to nail it down to something less complicated, but no luck. Any idea?
