Thank you Michael for an interesting insight.

I wonder why the Postgres ( and MySQL ) authentication module includes
code for retrieving the quota from a database if it is then not used. Or
maybe it is supposed to be. I fear I'll have to do some more digging
about in the rather tangled source code.
