Yep.

From the spec, section 5.2:
A trusted user is root or the Exim user or any user listed in the
trusted_users configuration option, ...
which I verified by becoming the exim user and doing "exim -f ...",
which worked fine.
Hmmm. How ever-so-slightly annoying.
