Further to this, I did a debug output and this is the result

local_part=sean-help domain=tcob1.net
checking domains
tcob1.net in "@"? yes (matched "@")
checking for local user
maildrop router skipped: sean-help is not a local user
- --------> localuser router <--------
local_part=sean-help domain=tcob1.net
checking for local user
localuser router skipped: sean-help is not a local user
no more routers
- ----------- end verify ------------
