IMHO whenever someone has a problem like this, they should whip out a
packet tracer and take a look at what bits are going out over the wire.
I like Ethereal (www.ethereal.com, or "apt-get install ethereal" if
you're running Debian). Fire it up, start capturing, send an email, and
examine the packet log. It's a wonderful tool!
