[Exim] Slow Outbound SMTP mail

I am running a default install of exim on Linux. The server runs
great with one exception. Outbound email seems to take longer than it
should. There seems to be a 15 second delay almost as if the server
is sending it out while the client waits then releasing the mail
client after the message is sent. Is this the default behavior of
exim ?
