The newer BSD (without advertising clause) licenses are acceptable for use
in GPL code.
OpenBSD's goal (in progress) is to provide code that can be used by anyone
for any purpose (including closed-source and commercial products).
Your wording made me (happily) think that you want to keep Exim clean from
GPL :)
