Write a director that detects known users (eg local user, or from a lookup
table, etc) and delivers them correctly. Then have a smartuser "catch all"
as the last director that delivers the offending unknowns to a "unknown"
mailbox.

err.. that's what I did. And it seems to work so far. Of course I presume
that exim is already configured to accept all those unknown addresses.

...but I am no expert!
