No, it doesnt work what way - the RBL's are list of IP addresses, from
which spam is suspected/known to originate. Exims RBL cehecking occures
when those hosts connect to your server to deliver mail. If those hosts
are conecting to your ISP's server, and you are getting your mail by
fetchmail, then your exim never sees those ip addresses.

Either your ISP would have to use the RBL's, or you would have to set up
your connection and MX records so that mail was delivered directly to
your server, instead of your ISP's server. (Eg, you'd have to be
connected to the net 24/7)
