Well, then you need to configure/modify it so that it doesnt allow it
for those users.

Why on earth do you want to do this? Its fairly standard for a mail
client to allow users to save a 'file copy' of messages they send. If
storage space is the issue, then perhaps have something which goes
through and deleted messages in the 'Sent' folder after they are older
than some set age..
