Yup.

What a stupid client. What's the point of that?

Well, there you go. If the client sends HELO, it is speaking unextended
SMTP. Exim won't advertise any SMTP extensions (which include AUTH)
unless the client starts off with EHLO. This is as defined in the RFCs.

The client is either broken, or doesn't support authentication.
