Ah, but it wasnt quoted properly (or at all)..

Exim quoted the entire string when it reported the error - but it looks
like the original header was like:

From: .....:..... <foo@bar>

Now if it had been:

From: ".....:...." <foo@bar>

that would have been acceptable
