That isn't the address part of the header, though. Isn't anything
legal in the name part, as long as it is quoted properly?

I don't know if that encoding scheme is a MS thing or not, but I've
seen it many times. Hmm, come to think of it, it probably is a MS
thing since I can't say that any of my *nix tools interpret it
properly.
