Not without patching the source.
As this has become an issue, I will add a new option to the smtp
transport in Exim 4 along the lines of:
hosts_nopass_tls = <host list>
which will implement "do not pass a socket that is connected to one of
these hosts on to a new Exim delivery process if you have started a TLS
session on it".
