This can easily be done in Exim 4. You can use a "dnsdb" lookup to do
the reverse lookup, and a "condition" condition in the ACL to do the
rejection. Something like
deny domains = !some.exceptions
condition = ${lookup dnsdb{ptr=$sender_host_address}{no}{yes}}
