Define "incoming" and "outgoing", please. Chances are you'll end up with
something like "incoming = from a remote host" or "incoming = from a
remote host that isn't on my local LAN". Fine. You can write conditions
for that in Exim 4.

I don't think there is a common definition of "incoming" and "outgoing"
that makes it possible to implement this in a useful way.
