My problem, as author, is that I don't actually know the answers you are
seeking. My suspicion is that there isn't in fact one answer in each
case. It depends so much on the circumstances. Especially how much mail
you are actually sending. It also depends on what you mean by "users".
Off the top of my head, these are the first questions that come to my
mind:

Are the users individuals, are they companies, are they your
staff/students, are they your customers? Are you running a cluster of
small boxes, or a few big boxes? What speed is your Internet connection?
Do the users log in to your boxes or do they send with SMTP? Are the
mailboxes on your system? Are mailing lists involved? Is mail hubbing
involved? How fast is your Internet connection?

Basically, I have far too much to do already keeping the software
developed and maintained. It's really up to other people to find the
limitations and best configurations for their circumstances. Several
people on this list have posted or published advice on configurations.
