Two things come to mind:
1) You installed mysql by hand, and forgot to update the ld cache.
2) I made a mistake copying the exim-devel port from the exim port. Let
me see your work/exim-3.952/Local/Makefile after you do
make clean
make WITH_MYSQL=yes configure
