A stumbling block is to set up the ".forward" files with bad access rights.
Remember:
The user "mail" must be able to read the ".forward"-files.
On sender verification time exim runs (normally) as user "mail".
(Some cofigurations favour "root" but thats bad.)
Also have a look at the exim debug output (level 4 should suffice).
