To quote from the default configuration file:
######################################################################

Order matters. Put spamcheck_director before forwarddomain. Second
time around, the $received_protocol should be "spam-scanned", so the
condition will be 0 and fail, so the director will be skipped and only
then will forwarddomain be seen.
