There is a ".include" facility in Exim 4.

The "new_address" option is for smartuser, which is a director, not a
router.

Not in Exim 3.
In Exim 4, the distinction between routers and directors has been
abolished, and there are only "routers" (which include the things that
were previously called "directors"). So in Exim 4 you can put an
explicit :fail: in the router list if you want to.
