Huh? Logging commands do work in user filters, if it didn't, then my
evil store-state hack wouldn't work.

You can simulate a bounce with:

mail ... to $return_path return message

which will, correctly, create an envelope from of <> but note that it's
from you, so you can cancel it.

I think you need to read the spec again.
