You need db3-devel installed to *build* exim. You need the db3 package
installed to *run* exim.
Both db3 & db3-devel *must* be the same version/release.
The error you describe here looks *very* suspiciously as though you have
a db3-devel-3.1- coupled with a db3-3.2-
