In the ACL for RCPT, put

deny senders = @@partial-cdb;/etc/exim/cdb/sender_reject.cdb

And construct the data for the cdb file like this:

*.domain.tld: *
*.otherdomain.tld: badlocalpart1 : badlocalpart2 : ...
