Yes, but often a server will accept messages for relaying from specific
hosts (determined by their IP address/network) and not from others. I
think thats all he was saying, albeit a bit tounge-in-cheek in response
to the poor quillandmouse guy who kept thinking there was some secret
way to 'ask for relay'
