Er, that's what it's for, isn't it? :-)

But I presume you are asking in the context of email. What exactly are
you trying to do? You can certainly access the information in
/etc/passwd from Exim, but you can't put in information that isn't
already there (though some sites put all sorts of stuff in the "user
name" (aka "gecos") field).
