[Exim] Slow SMTP reponse times

Recently, I'm seeing extremely slow response times from 3.33 here when
you send email out via a windows client and SMTP. Its on a local 100MB
Full Duplex link to the server and the response time is easily 60-90
seconds once the transmit starts....its never been this slow in the
past....any suggestions to speed this back up??
