[Exim] removing 'frozen' messages

I use Exim v3.30 on Solaris v2.8 MTA.
The problem I currently have is that all the frozen messages in
the queue are not disappearing when I expect them to.
In my configure file, I have the following settings of:

ignore_errmsg_errors_after = 4d
timeout_frozen_after = 7d
*       *      F,2h,15m; G,16h,1h,1.5; F,4d,8h


Which (correct me if I'm wrong) means,
Retry every 15 mins for the first 2 hours,
then retry in growing increments of x1.5 of 1 hour for 16 hours,
then after 16 hours, retry every 8 hours for 4 days,
then after 4 days, just ignore any emails that are still undeliverable
and 'freeze' them on the queue,
then after they've been frozen for 7 days, just delete them from the queue.

The poblem is, they are staying on the queue for up to 26 days so far and
are not disappearing.
