I presume % is to be banned by default as it often allows multihop relay
paths ?
Have you considered banning ! as well, as it allows similar ?
[ the exim box in question won't relay of course, but it might deliver
messages to some internal mail server which has % or ! routing enabled ]
Some of the blacklist sites are actively probing for such spamholes...
