pretty obvious - for OS quotas you need OS users, it's accurate,
fast(?), and everything you ever wanted from a quota subsystem. for
exim quotas you don't need OS users, it's not neccessarily accurate to
the byte, it's not neccessarily fast(? fast enough for me..)

as for exim quotas - read about the quota_* options. as for linux
quotas, it's out of the scope of this list.
