Philip in future versions of exim, could you make following changes, so that global relays become
harder to do, if not impossible.

host_accept_relay =
And possibly for those who may want it, have an option in config.h to enable boolean such as
allow_global_relay = true
This would for people who actually have experience the ability to do this, but otherwise it's not so
easy to configure to allow for global relays. And for those people who do not know how to
configure this, they can receive a short error message in the error logs, that states that relays are
disabled, and a message to read the manual.
