Mailinglists should be handled by mailinglist-management-software. I'd
suggest to take majordomo which should both have a function
to get a list of email-addresses. It shouldn't be to hard to modify
those functions to retrieve this list from LDAP as you described.

This would give you some additional benefits, like adding header/footer
to the mails, archiving, subject-modification ("[Exim]"), handling of
bounce-messages etc.
